This study commissioned by Toowoomba Regional Council as part of the Toowoomba Futures program was prepared by a team of consultants led by LatStudios including PSA Consulting (statutory planning), Trace Visual (GIS and mapping) and The Comms Team (community consultation and engagement).

This study assessed the scenic amenity values of the entire Toowoomba Region through the identification of scenic amenity values based on consideration of the landscape character types (identified through the Landscape and Urban Character Assessment) and the extent to which different the landscape characteristics and features identified across the region are valued by the community. The methodology for the study was based on the SEQ Regional Plan Implementation Guideline No 8: Identifying and Protecting Scenic Values (Queensland Government, 2007) but has been tailored to the Toowoomba Region to better protect aspects valued by the local community.  The study included consultation with the local community through a COVID-safe online engagement platform (‘Love Your Local Landscapes’) to understand the scenic preference values of locals and visitors to the region, as well as extensive GIS analysis. The aim of the assessment (located here) was to inform the development of a policy framework and recommendations for planning scheme code provisions for the protection and enhancement of scenic amenity values.
